* gtk/gtkuimanager.h (GtkUIManagerItemType): Change to flags, so that
the values can be combined for gtk_ui_manager_get_toplevels().

* tests/testmerge.c: Add a "Dump toplevels" button to test
gtk_ui_manager_get_toplevels().
